The different types of Email templates are listed in the below table:-

Text Each users can make or create this template
HTML with letterhead Only Administrators and users allowed “Edit HTML Templates” permissions can create this template depending on a letterhead.
Custom HTML Administrators and users allowed with “Edit HTML Templates” permissions can make the template without the using  letterhead
Visualforce Only administrators and developers can make the template. Advanced functionalities like merging data from multiple records is available only in the template
