Sir William "Mark" Tully was born to an English businessman in India. He spent a major faction of his childhood in India and was sent to England for schooling. He studied at Twyford School, Marlborough College, and at Trinity Hall, Cambridge. He studied theology and had decided to become a priest in the Church of England. However he abandoned the idea of becoming a priest and moved out of Lincoln Theological College. He became a journalist instead.

Mark Tully joined the BBC in 1964 and as the India correspondent; he traveled to India in 1965. He was a witness to all the main events that happened during his time as a correspondent: Indo-Pakistan conflicts, Bhopal gas tragedy, Operation Blue Star, Indira Gandhi’s assassination, anti-Sikh riots, Rajiv Gandhi’s assassination, and the Babri Masjid demolition.
